Mr. Theogene Rizinde is a seasoned multidisciplinary researcher, academician, and consultant with over 15 years of progressive experience across research design, data science, capacity building, and program evaluation.

His expertise spans a range of methodologies including cross-sectional studies, randomized controlled trials (RCTs), and quasi-experimental designs. As a Principal Investigator and Team Leader on numerous nationally and internationally funded projects, Theogene Rizinde has demonstrated robust leadership in developing evidence-based, policy-relevant research addressing public health, agriculture, environmental sustainability, justice, and digital transformation in Rwanda.

He brings an exceptional track record in advanced data services, including digital tool design, large-scale data collection, management, and sophisticated analytics using machine learning, Bayesian modeling, and metaheuristic approaches.

His recent roles in AI-driven vaccine supply chain optimization, ecosystem-based adaptation strategies, and predictive modeling in healthcare underscore his ability to leverage data science for real-world problem solving.

With over 15 years of university-level teaching and research supervision, Theogene Rizinde has been Head of the Department of Applied Statistics at the University of Rwanda for 4 years. He has supervised to completion more than 165 students in their final research projects.

He has published 9 research papers and 3 book chapters in peer-reviewed journals on topics ranging from job creation and entrepreneurship, poverty, heart failure prediction using ML classifiers to child stunting, reproductive health, and access to justice.

His collaboration with stakeholders such as REMA, NCST, Caritas, ENABEL, USAID, AFRETEC, London Imperial College, various national and international universities, and Rwandan ministries affirms his high-level competence in managing complex, interdisciplinary projects.

Theogene Rizinde won multiple research grants and has been Principal Investigator of 9 various projects. With a background in mathematical modeling and scientific computing, he has successfully defended his PhD synopsis in Data Science with a specialization in Biostatistics.
